Evaluation committees are set up by fields of knowledge or specialities, made up of independent experts who intervene anonymously during the evaluation procedure and who, as a general rule, do not carry out their activity in the Valencian Community.
The selection of experts or evaluators, whether they are external advisors or form part of the evaluation committees, is made on the basis of their recent scientific curricula, taking into account the number of officially recognised research periods in the different areas of knowledge. The evaluators who do not work at public universities are basically selected on the basis of minimum bibliometric criteria that characterise each area of knowledge (number of documents and citations according to ISI), established by AVAP. The assignment of evaluators in the successive evaluation processes is governed by a principle of rotation, whenever possible.
Coordinators for each of the fields of knowledge or “macro-areas” are appointed from among the selected evaluators. Their main function is to supervise the evaluation reports issued (at least two reviews for each application, with a common review), where appropriate, in order to ensure throughout the evaluation process the correct application of the rules governing both the call in question and the process itself. Likewise, they ensure the homogeneity of the evaluation process in relation to the criteria applied in the assessment of the dossiers and the marks awarded. The Coordinators are appointed by the President of AVAP, at the proposal of the Director General, and their term of office is four years, renewable.
