Decree 174/2002 of the Valencian Government establishes the possibility of implementing additional remuneration in the remuneration system for teaching and research staff, both civil servants and contracted, at the public universities of the Valencian Community, within the framework of their budgetary possibilities.

Remuneration is assigned by the Social Council of each university at the proposal of the Governing Board and, in any case, after a positive evaluation of individual merits by AVAP. The universities submit their applications for evaluation to AVAP before 31 July each year.

Specifically, AVAP evaluates merits in teaching and research mobility for the establishment of additional remuneration. It also recognises teaching activity (five-year periods), dedication to university management and academic promotion, certified by the universities, as well as the research activity of university lecturers (six-year periods), certified by the National Commission for the Evaluation of Research Activity (CNEAI).
