The main objective of the Internal Quality Assurance System (IQAS) certification of university centres is to generate sufficient confidence in the institution and in its capacity to provide training that guarantees the satisfaction of the needs and expectations of students and society. This confidence is based on transparency of public information and accountability.

The aim of the evaluation for the certification of the IQAS is to verify that the system is implemented and developed in the centre responsible for the delivery of the degree programmes in which the IQAS is extended and that it is adequate for quality assurance.

IQAS certification is evidence that the teaching centre has ensured the proper functioning of at least the mechanisms that form part of the processes of verification, monitoring, modification and accreditation of degrees, which ensure their continuous improvement.

In this sense, the procedure for issuing the AUDIT-AVAP certificate is in line with the protocol for the certification of internal quality assurance systems of university centres which, at the proposal of the Spanish Ministry of Universities, has been approved by the General Conference on University Policy, published in the Resolution of 3 March 2022, of the General Secretariat for Universities, which issues instructions on the procedure for the institutional accreditation of public and private university centres.

The same resolution states that, in the process of certifying the implementation of the IQAS, the agency responsible will issue a certificate on the centre’s compliance with the criteria set out and the effectiveness of its internal quality assurance system.

This standard also indicates that quality assurance agencies must follow a protocol and develop guidelines to support the process.
