SII-Complaints Channel

In compliance with the obligations contained in Law 2/2023, of 20 February, regulating the protection of persons who report regulatory infringements and the fight against corruption, two whistleblowing channels are available:

The purpose of this channel is to provide confidential means of communication to inform the General Inspectorate of Services, the Inspectorate of Health Services, the Inspectorate of Education or the Inspectorate of Social Services of known infractions in a professional environment with the Administration of the Government of Catalonia.

On the occasion of the approval of Law 2/2023, of 20 February, regulating the protection of persons who report regulatory infringements and the fight against corruption, transposing Directive (EU) 2019/1937 of the European Parliament and of the Council of 23 October 2019, on the protection of persons who report breaches of Union law (Whistleblowing Directive), the Valencian Agency of Evaluation and Prospective has signed a functional collaboration protocol with the Agency for the Prevention and Fight against Fraud and Corruption, the Agència Valenciana d’Avaluació i Prospectiva has signed a functional collaboration Protocol with the Agency for the Prevention and Fight against Fraud and Corruption of the Valencian Community (AVAF), by means of which this service is implemented for the use of the EXTERNAL COMPLAINTS BOX of the AVAF, the competent authority in the Valencian Community.

The AVAF Complaints Mailbox is a secure channel for electronic participation that arises from the need to make it easier for citizens to file complaints via the Internet.

To this end, the Mailbox incorporates mechanisms that guarantee the confidentiality of all information and offers a secure communication space to maintain contact with AVAF and allow interaction between AVAF and the people who report, inform or communicate in an anonymous or identified manner, complying with all the requirements established by Directive 2019/1937(EU) and subsequently by Law 2/2023.

This Mailbox is a means of combating fraud and corruption that preserves the identity of the person making the communication and also incorporates tools to guarantee the rights of the persons who are reported.

Thanks to this channel, it is possible for any person, including civil servants, to report infractions or corrupt or fraudulent conduct of which they are aware in relation to the Valencian Agency for Assessment and Foresight, with the guarantee of being able to do so in an environment that meets all the requirements of reserve, confidentiality, accessibility and effectiveness, which accepts reports and communications, both nominal and anonymous, avoiding the possibility of reprisals for doing so.
