AVAP’s governing bodies are the Presidency, the Steering Committee and the Directorate General.
Governing Bodies
Presidency
José Antonio Rovira Jover, Minister of Education, Culture, Universities, and Employment.
His functions are:
- To represent and govern AVAP in all its relations with public and private entities.
- To convene, chair and moderate the meetings of the Management Committee, resolving, where appropriate, any ties with a casting vote and, in general, in relation to the aforementioned body, the exercise of those generic functions attributed to the presidencies of collegiate bodies in Law 40/2015, of 1 October, on the Legal Regime of the Public Sector.
- To issue resolutions on the implementation of AVAP’s programmes.
- Any others that may be attributed to it by law.
- In general, and in a broad sense, all those that seek the best development of AVAP’s aims and which are not expressly attributed to any other body of AVAP.
Steering Committee
The Management Committee is AVAP’s collegiate governing and supervisory body. The Management Committee is responsible for exercising, with no other limitations than those established in current legislation and without prejudice to the attributions of its presidency, as many powers and faculties, in general, as are necessary for the fulfilment of its aims.
Its functions are:
- To define AVAP’s general guidelines and lines of action.
- To approve, at the proposal of AVAP’s general management, AVAP’s annual plan of activities.
- To approve and submit the preliminary draft of AVAP’s budget to the department to which it belongs.
- To approve the budget execution statements, the annual report and the annual accounts.
- Approving the staff, the functional organisation and the system of remuneration of all the entity’s own personnel, within the legal and budgetary limitations and without prejudice to the competencies attributed to other bodies of the Generalitat.
- Approval of calls for admission tests for the selection of AVAP’s own staff.
- To approve the proposal for AVAP’s regulations.
- To inform on the appointment and dismissal of the person who occupies the general management of AVAP.
The Steering Committee is made up of
The President, who will be the person holding the presidency of AVAP.
Vice-presidency: the person holding the regional secretariat responsible for higher education.
Social members: the Presidency of AVAP, at the proposal of its general management, will appoint the following social members for a period of three years:
- Two representatives of the higher education institutions.
- One person representing the social councils of the Valencian public universities.
- One business or professional representative.
- Three experts in higher education, science and innovation.
- One student, elected by the Student Commission.
Members of the Generalitat, consisting of
- The head of the sub-secretariat of the Regional Ministry to which AVAP is attached.
- The heads of the Directorate Generals or, where appropriate, the corresponding management body responsible for higher education, science, budgets and the public sector.
Secretary: the person holding the general management of AVAP, who will abstain from voting on those issues in which their management is assessed.
A representative of the General Attorney’s Office of the Generalitat, who will attend the sessions with the right to speak but not to vote.
Permanent Comission
The Management Committee shall act in plenary session or as a Standing Committee. The Standing Committee shall be made up of the following members of the Management Committee:
- The head of AVAP’s Directorate General, who will chair the committee.
- One person representing the Valencian universities, chosen from among them by the two members of this group of the Steering Committee.
- One person representing the social councils of the Valencian public universities.
- Three experts in higher education, science and innovation.
- One student, elected by the Student Commission.
- A technical person from AVAP, who will act as secretary, with the right to speak but not to vote.
The Permanent Commission will have the functions attributed to it by the Management Committee, to whom it will report on its activities. It will meet at the request of the Presidency or of the majority of its members as often as is necessary for the proper functioning of the Agency. It shall rule on the administrative appeals that are appropriate in accordance with general legislation, lodged against the resolutions and legal acts issued by the Directorate General in the exercise of its attributions, putting an end to administrative proceedings.
Director

Javier Oliver Villarroya has been AVAP’s Director since 16 September 2019
The duties of the Director are, among others:
- To assume the ordinary representation, administration and management of AVAP.
- To direct the general running of AVAP and its staff, organising, promoting, coordinating and inspecting its services and departments.
- To assume the technical and methodological direction of the actions to be carried out by AVAP.
- Executing the agreements of the Steering Committee.
- To draw up the annual plan of activities, the preliminary draft budget of AVAP, the annual report, the balance sheet and the profit and loss account.
- To sign contracts, agreements and conventions on behalf of AVAP and, in general, all powers relating to administrative contracts and private law.

The Quality in Higher Education Service and the Economic Management, Personnel and Regulatory Affairs Service report to AVAP’s Directorate General.
